1. Diabetes in Children and Adolescents Registry (DiCARE)

The Diabetes in Children and Adolescents Registry (DiCARE) is a MOH supported service to collect information about diabetes mellitus. The information can be used to estimate the incidence of diabetes disease according to the types, to evaluate its risk factors and treatment in the country. Such information is useful for assisting the MOH, non-governmental organizations, private providers and industry in planning and evaluation, leading to diabetes disease prevention and control.

Purpose of the DiCARE
The objectives of the DiCARE are to:

·  Determine the number and the time trend of diabetes mellitus in the children and adolescents in Malaysia.

·  Determine the socio demographic profiles of these patients to better identify the high-risk group in our Malaysian population.

·  Determine the number, evaluate and monitor the outcomes of intervention in terms of metabolic control and complications.

·  Stimulate and facilitate research using this registry.


Source Data Provider
All paediatricians and physician in Malaysia beginning with those currently working in the government sector and later on extending it to those beyond (private and armed forces) for data on diabetes mellitus in the country.

Progress Report
DiCARE was launched on 30th August 2006 in Serdang Hospital. Until to date, 04th April 2007, 239 cases has been reported from 11 active sites.

2. CANCER INCIDENT LATEST REPORT 2003 – 2005 COMING SOON !!!!!

The National Cancer Registry will come out with the latest third year report. It is a statistical report to provide information on cancer risk an incident in Malaysia from year 2003 to 2005. The third report of the NCR describes the morbidity burden of cancer from 1st January 2003 to 31st December 2005. This report mainly a descriptive report which combined of 2003, 2004 and 2005 data and have detailed analysis, interpretation and comparison of data. In this report, morphology is reported in addition to topography and report on pediatrics malignancies also included.

3. NCR UNDER NEW MANAGEMENT….

The National Cancer Registry (NCR) was one of the seven clinical registries under the umbrella of the Clinical Research Centre of the Ministry of Health, which later became an activity under the Department of Radiotherapy and Oncology of Hospital Kuala Lumpur. In response to the call by the Director General of Health for a single Cancer Registry in Malaysia, and national data has now helped to provide impetus to the development of cancer programmes and initiatives, the time has come for the NCR to be taken over by the experts who rightly should run the population-based registries. The National Cancer Registry will now be managed by the Division of Public Health, who are already managing the regional cancer registries.

4. NCVD-PCI registry

After the launching of NCVD-ACS registry, once again the cardiologist sat together with a high strength of mind to initiate the second registry under the umbrella, National Cardiovascular Disease Database. An opportunity for collaboration comes around with the Melbourne Interventional Group (MIG), Australia in the process of development of PCI registry. The dream comes true. After all the struggles and hard work, finally, the NCVD-PCI registry was initiated on 13th January 2007. Another date to remembered in the chronicles of NCVD. The registry is chaired by Dato’ Dr Rosli B Mohd. Ali, IJN. Its get started with participation of 12 source data providers (SDP) involve government, universities and private hospitals throughout Malaysia. From 1st January 2007 to date 5th April 2007, the total of 420 PCI cases reported online by 5 SDP.

NCVD is grateful to the supportive SDPs for precious effort in submitting their data. Thank you very much!

5. NCVD-ACS registry

The NCVD-ACS registry is celebrating its one-year anniversary this year as it was launched officially on 31st March 2006 during the last NHAM 10th ASM. The registry is chaired by Dato’ Dr Jeyaindran Sinnadurai, HKL and Dato’ Dr Azhari Rosman, IJN. The registry gets started with 6 pilot sites. Now, it’s expanded to 10 active sites. From 1st January 2006 to date 5th April 2007, the total of 3642 ACS cases have been reported online by 10 sites. After all the effort taken, this year, we are expecting to come up with the 1st report of the NCVD-ACS registry.

6. NCVD - the milestones of the database

NCVD will actively involve in exhibition during the NHAM 11th ASM that scheduled to be held from 13th – 15th April 2007 in Hilton-Le Meridien Hotel, KL Sentral. The main purpose is to be a one-stop information centre for the NCVD users and also to promote the NCVD to the cohort. Assistance will be provided for the users who are facing problem/ uncertain with the flow of data submission. We will be located near the Hang Tuah room, Level 6, Le Meridien Hotel.

The climax event for the NCVD during the NHAM 11th ASM will be the ‘NCVD - the milestones of the database’ meeting which is scheduled to be on:

Time: 9.00 am – 11.30 am
Venue: Hang Tuah room,
Level 6, Le Meridien Hotel,
KL Sentral, Kuala Lumpur.
This would be an interactive session of users with the NCVD technical committee for a good enhancement in the future.

7. National Eye Database (NED)

National Eye Database (NED), a disease clinical database on eye disease and eye care services was launched on January 1,2007 to MOH and University Ophthalmology departments. It is a prospective, ongoing systematic collection through web application on data pertaining to specific visual threatening eye diseases, such as cataract, diabetic retinopathy, glaucoma, contact lens related corneal ulcer, and outcome of cataract surgery. It also collects census to monitor service performance by centre in a monthly basis. Till date we have 29 participating centres ( 28 from MOH and USM)

The NED is governed by a technical committee consisting of public and private ophthalmologists. It seeks guidance on its scope and future directions from an advisory committee, constitutes of public and private health care planner and eye care providers.

The NED is managed by NED Unit , which is based at CRC Hospital Selayang. It is mended by a Registry manager, under the supervision of chairperson of NED technical committee. Its functions are to monitor data entry from each participating centre , collaborate with participating centre coordinators and local hospitals CRC and generate annual report


NED has high level security in protecting its data. Data protection is being ensured at all time through strict compliance with regulatory requirements such as authentification of users and web application owners, access control, encryption, audit trail, control of external communication links and access, as well as system backup and disaster recovery.


The NED Objectives

1. To collect information of eye disease which is of public health importance - Public Heath burden

2. To determine treatment outcomes, and factors influencing outcomes of cataract surgery- outcome assessment.

3. To provide means to evaluate ophthalmology services - need of accountability

4. To disseminate epidemiological and clinical information promptly through internet - public health advocate.

5. To promote research by all levels of eye care professionals & coordinate multi-centre research

Till date ,we have 2872 entries into cataract surgery registry , 2315 entries into diabetic eye registry, 28 cases reported in contact lens related corneal ulcer (active surveillance) , 20 MOH Ophthalmology Departments have sent in their monthly service census . With these data, we can now monitor the cataract surgery service and surgical outcome more effectively, have surveillance on contact lens related corneal ulcer and evaluate the magnitude of diabetic retinopathy among new diabetic patients so as to plan a more efficient diabetic eye screening.

Key Performance Indicators proposed by MOH are being built into NED and we hope regular KPI report will be available on web for SDP to download.

The most rewarding things of eNED is the real-time on line reports which are displayed as table and graph on the website. The report is by centre and only individual SDP can view its own report. We hope data collected at NED will serve as baseline data to encourage more doctors to publish scientific papers to journal.

The NED operation and reports were presented to all Heads of Ophthalmology Department ( HoD )on April 6,2007 and it received enthusiastic support by most HoDs.

8. National Medical Device Survey (NMDS) Update

There is no doubt that Malaysia has made impressive improvement in healthcare over the last decade. In the medical device sector, Malaysia has experienced major growth and technological advances with increasing numbers of user facilities and emergence of medical equipment with state-of-the-art technology in our local clinical setting. However, there is little knowledge about our capacity to provide these services and whether, its quality standards, in terms of facilities, equipment and personnel, are in keeping with the demand.

The National Medical Device Survey (NMDS) project, through its Hospital Diagnostic and Therapeutic Survey, was established with the aim of reflecting an overall picture of demographic distributions (accessibility) and effective usage of medical devices in Malaysia. Survey instruments were prepared taking into account expert opinion from 32 healthcare specialties. Data on health facilities and device availability were then collected on voluntary basis from various public and private health service providers.

At present, the response from both the public and private healthcare institutions have been satisfactory. Although still accumulating data from its ongoing survey, NMDS is currently producing a report looking into patterns of accessibility and utilization of targeted medical devices in specific therapeutic areas. We hope that the results of the survey can play a role towards further improving the appropriateness of our local current clinical practice.

9. National Medicines Use Survey (NMUS)

National Medicines Use Survey is in its third year.
Following the publication of Malaysian Statistics on Medicine 2004,
Malaysian Statistics on Medicine 2005 (MSM 2005) is in the pipeline.
The first expert panel meeting to analyse the data and subsequently write
the relevant reports for MSM 2005 will be held on the 14 April 2007 in the National Pharmaceutical Control Bureau, MOH, Jalan Universiti, Petaling Jaya. MSM 2005 is
estimated to be published two months later.

11. National Trauma database (NTrD) Update

1. To come up with a year report in May 2006 – April 2007 by June/July
2. Plans include more hospitals in the trauma database eg Hosp Sg Buloh, HUKM, Hosp Ipoh, Kuantan etc
3. Will ask for KKM for extension of the NTrD since the grant will finish this year
4. Future collaboration with overseas hospitals eg Tan Tock Seng Hospital in Singapore

We hope to be able to consistently deliver the latest happenings of your registry to the attention of not only fellow members but in the future to a wider audience once permission is granted.

This would help to further promote the cause and use of your registries. This e newsletter would be published biannually and we hope that it will serve as a platform for information exchange both within and between registries.
